Actually take that back.. I bisected from a git clone of Linus' kernel tree on
github which didn't even have the 4.18.19 version... Linus' tree doesn't seem
to incorporate the patch updates after a version release. The bisect was done
between release 4.18 stable and release 4.19 stable.  However I don't think
there was any code change from that version to 4.18.19 regarding the
hw_breakpoints.c code.
