This is another case where disabling Wow64 redirection causes problems:

We're calling fusion.IAssemblyCacheImpl_InstallAssembly with redirection
disabled. It uses the crypto
API to compute a hash, which tries to load the provider dll (rsaenh)
dynamically, and fails.
