I don't think this is accurate. The manual apt upgrade I did on 2019-02-23 @
23:23:46, in which pciutils and libcogl were upgraded, actually happened after
League was not working, not before.

Any idea how we might narrow that down? And, if a config file changed, that
might not be an error in the package, so we might still possibly be looking at
a Wine bug itself, then?
