Please check the comment here, where someone claims to have gotten his success
rate much higher:

Specifically, what he did, after noticing that League sends some DNS requests
directly to 1.1.1.1 (Cloudflare DNS), was redirect the traffic to
127.0.0.53:53. He now claims about a 50% success rate launching League.

Any thoughts on how this might be connected?
