Summary: some programs can't start without WINEDEBUG=+relay

Just a precision: The issue is the program not starting. There is no issue with
WINEDEBUG=+relay being slow. It's a debugging option, not intended for normal
operation.

WINEDEBUG=+relay modifies the behavior of Wine regarding certain internal
functions. Sometimes this hides the issue and we have to find another way to
debug. 

But first things first: You were asked to perform a regression test in comment
2.
Please, do.

If you don't know how/can't/it goes over your head, at least attach a normal
terminal output (without any WINEDEBUG), to the present bug.
