Yes, it's still present. The trial version of Age of Empires II: The Conquerors
is very sluggish and unresponsive. 

Adding WINED3D_BLT_SYNCHRONOUS to the texture blit in
ddraw_surface_update_frontbuffer() fixes the problem.
