Update: I installed quartz via PlayOnLinux "Install Components" tab (and yes, I
am aware that PlayOnLinux issues should not be posted here, but I reckon this
is relevant regardless as I got further into the game using this), which did
get me past the "loading" freeze. Note that this was with 32-bit libmpg123 AND
yuvcodecs-1.2.exe installed. I did not see any video, however, I was able to
hear the audio and eventually get to the main menu. 

At the main menu, the 2D-elements looked fine and audio worked (no music
though, don't remember if there is supposed to be any), but 3D ones were
garbled. Not to the point where they obstructed parts of the menu they
shouldn't, but they did not look right at all. I decided to load into the game
regardless, and was greeted with an expected but very messy world. Audio
(dialogue and sound effects) and subtitles worked, but many textures were
missing and the characters did not look like they should (I think I heard that
the issue is called something along the lines of "exploded vertices").
Animations worked just fine however, I accidentally skateboarded into some
water (which (the water) was visible) and the swimming animation and climbing
out of water ones looked right, just like the skateboard ones. 

After this, I decided to return back to the main menu, which froze the game in
a similar manner to how it froze initially without quartz installed: the same
looking loading screen, but without the "loading text". However, it did look as
though it was loading properly for a few seconds prior to this occurring.
