When moving a Windows dialog around the Windows notifications messages

WM_ENTERSIZEMOVE

WM_EXITSIZEMOVE message

are not sent. 

In Wine 2.0 these messages were sent but in Wine 4.0-rc7 not anymore. Therefore
it looks like that this is a regression bug.

Unfortubnately I cannot say with which version this bug came in.
