+all maked less verbose with RelayExclude log

Bug still present in 4.0, it would not be time to make this bug
"confirmed/new"?

I make deep debug following tips in debug wiki page to make +relay less
verbose, i found error like "LdrShutdownProcess", "ExitProcess",
"ProcessDetach", but process "obscure.exe" stay running using 100% of one cpu
core (25% of my quadcore cpu).
