I have the same issue using wine-4.11 and photoshop from this link
https://helpx.adobe.com/download-install/kb/creative-cloud-apps-download.html

An install window launches but is blank. 

The Error Message Lines:

I got wine to work with win64 by the following process:

1. run: env WINEPREFIX=$HOME/wine64 WINEARCH=win64 ~/winetricks win10 dotnet48
2. wait till dotnet fails and shows errors. Exit with ctrl+c.
3. relaunch the process and this time select to repair
4. wait till dotnet installs
5. run: env WINEPREFIX=$HOME/wine64 WINEARCH=win64 wine
~/Downloads/AdobeIllustrator23_HD_win64/Set-up.exe
6. Blank window shows up
