I was able to reproduce this error at Wine 4.12.1 (under openSUSE 15.1).

The click2run.msi (Microsoft Application Virtualization Client) fails to
install. The Office 2010 Starter setup file (SetupConsumerC2ROLW.exe) shows the
mentioned "required file is missing" message at around 6% to 10%, - identical
to Wine 4.0.1.

One difference between the tested Wine versions exist when winetricks is used.
On Wine 4.12.1 the Office 2010 Starter setup installer crashes right after it
is started. On Wine 4.0.1 it doesn't crash when winetricks is used.

I have again configured manually a drive with letter "q".

The click2run.msi file don't install when manually selected, - it seems to
abort.
