If you apply .reg file from comment 12, you should be able to use +relay on the
installer (+relay is very invasive for this kind of hooking, so if you can't
reproduce the issue with +relay enabled, you may need to extend the list of
excluded APIs). +ntdll,+file,+reg,+server may also be useful. With that, look
for failing ntdll calls.
