[Bug 46222] Star Citizen hang on splash screen

I haven't been able to test this in a while as my issue has regressed even
further than before. Now I cannot even get them launcher to detect the game as
installed. Once it gets to the delta patcher stage (required for both verifying
existing files or installing it fresh), it crashes with:
