Hi, 

- You should upgrade to wine-4.x. I have old wine-version 3.0 lying here and
get more or less same behaviour as you.

- The installer finishes fine for me in current git with native mscoree and
fusion

- You should really use winetricks (winetricks dotnet472) to install this.
AFAICT all issues with these .net installers are already covered by other
bugreports.

Could you upgrade to wine-4.x and report back please?
