Hello Kyle,

the MS .NET Framework 4.0 installer ('winetricks -q dotnet40') works fine here
with Wine-Staging 4.8 on a clean 64-bit WINEPREFIX:

Your log output indicates you're not using Wine-Staging 4.8 but a variant which
includes gazillion additional unofficial patches/hacks:

/home/valmar/.local/share/Steam/compatibilitytools.d/proton_tkg_4.8.r0.g3134cc0b/dist/bin/wineserver
-w. This will hang until all wine processes in

I suggest to report this to whoever provides that "custom" Wine variants:
