Yes, it doesn't apply to Mac (or Android), for two reasons:

* I don't have a Mac (or Android) to test with, and the change doesn't
trivially apply to Mac OS (see discussion in bug 37540);
* 32-bit support on Mac is deprecated and going to be removed soon enough
anyway. If (if!) Wine does end up still supporting it in any way, it's going to
end up looking different enough that it's probably not worth spending effort on
this now.
