Still the case in Wine 4.18 but is this a WONTFIX / as designed?

$ wineserver -p; wineboot

*may* provide the result you're looking for? It certainly does start up the
wineserver (obviously) and all background services, including ones you've
installed yourself.

Two commands instead of one but I'm sure this should work in most cases.
