The process to get to this is a pain:

1. Start the msi. It will try to install DirectX.
2. Kill the DirectX installer. The main installer will complain.
3. Run the already-installed Launcher as above. (EpicGamesLauncher.exe
-SkipBuildPatchPrereq)

Confirming in Wine 4.19.
