I can confirm this bug, I'm running archlinux as well.

Version info:
wine-4.18
winetricks 20190912
Linux vxen 5.3.8-arch1-1 #1 SMP PREEMPT @1572357769 x86_64 GNU/Linux

The error message is the same:
[11/16/19,16:22:54] Microsoft .NET Framework 2.0a x64: [2] Error: Installation
failed for component Microsoft .NET Framework 2.0a x64. MSI returned error code
1627
[11/16/19,16:22:54] WapUI: [2] DepCheck indicates Microsoft .NET Framework 2.0a
x64 is not installed.
[11/16/19,16:24:54] Microsoft .NET Framework 2.0a x64: [2] Error: Installation
