It sounds to me like you're looking for any app that can capture video in Wine.
There are some that do. Try the Windows version of VLC for example (Media ->
Open Capture Device -> Play).

That /dev/video0 vs video1 bug was fixed by several commits between 20 and 23
April 2019, just a few days after your bug report. Please retest with a recent
version of Wine, and if you still get it, report which version.
