Running Wine 4.20 on Kernel 5.3.0-23 AND a copy of uTorrent 2.2.1, I am kind of
able to confirm this bug in the sense that I am able to change the download
settings and get the "Listen Error" text. 

However, even though uTorrent complains, the torrent will still download and
the port will still be set to LISTEN. I'm not sure if that means this can be
closed, or if we want to keep it open since it's still showing the error.
