Note that the Windows Vulkan loader uses DXGI to enumerate adapters, which
currently doesn't work on wine due to (I think) LUID shenanigans. It
*definitely* won't work for anyone using DXVK, ever, because DXVK uses Vulkan
to enumerate DXGI devices.
