It's the GIT commit number of the commit that fixed the issue.

This means that whatever fixes the issue is in Wine since that commit.

Clicking the 'Fixed by sha1' link next to field will open the details about
that commit.

It shows that the commit was made November 19 2018, so any Wine release since
then contains the fix.

Just install and use a recent Wine version and refer to bug 46188 if you have
that issue.
