Given that Far Manager no longer starts in Wine, please provide another
application that can be used to test?

I've tried writing test code with no success:

Changing "M/d/yyyy" to "dd.MM.yyyy"
in
HKCU\Control Panel\International
in the sShortDate key,

changes 
11/28/2019
to
28.11.2019

as the output from this code:
