[Bug 47668] Logos 8 (.NET/WPF 4.7.2 application) fails to download resources (needs ReOpenFile implemantation)

The patch works for me. Even if it is not in the final form, progress is being
made.

I manually applied the 'patch slightly modified' of Louis Lenders from
2019-09-23 with the newest wine from git today (wine-4.17-44-gceabad19b8) and
it works for me. When I run Logos 8, it asks me for my login information and is
now downloading my library. 
$ cd ~/.wine/drive_c/users/don/Local\ Settings/Application\ Data/Logos/
$ wine Logos.exe

This is very exciting since it was about 10 years ago that I began
experimenting with using Logos through wine. There have been several Logos
versions released since then, but this is the first time that any of them
worked even partially.
