All parameters are now systematically verified whenever moving forward in the
submission process.

Once the first job has been submitted the temporary file does not exist anymore
so the second job submission blocks with an error message. To solve it the user
has to go back and upload a new file.

So users can still only submit one job for a given filename at a time which
seems like a reasonable limitation. And if they try to go for more broken jobs
are no longer created so this bug is fixed.
