While installing a grossly outdated copy of the software in question is
possibly an option, I have found a possibly improved solution, working on 4.0.2
/ x64 Ubuntu 18.04 / perhaps on newer wine too.

What I have done was:

(after installing winetricks)

winetricks d3dx11_43 dotnet452 vcrun2010

And that has brought the background back for CIV 3 for me!

(I had experienced the black background before, both with nvidia and nouveau,
as the OP has described)

If you get errors during the winetricks run, try deleting the temp directories
contents (for me being in ~/.cache/winetricks and
~/.wine/dosdevices/c\:/windows/temp/)
