this was fixed by commit
https://source.winehq.org/git/wine.git/commitdiff/077b4391d442e927a2a59b5afb244355b0634aaa
("oleaut32: Rip out the old typelib marshaller."), part of Wine 3.21 release.

Related tickets with same 'Fixed by sha1' reference:

* bug 14026 ("Installshield Wizard does not exit after it finishes")
* bug 14078 ("Rewrite typelib marshaller on top of NDR functions")
* bug 26768 ("oleaut32 needs stubless proxies implemented on x86-64")

I'm resolving this as dupe of bug 14026. It has a generic summary mentioning
Installshield and was already resolved some time ago (part of Wine 4.19
release).
