For the record, Section 0 of LGPL-2.1 says this:

"""
"Source code" for a work means the preferred form of the work for making
modifications to it. For a library, complete source code means all the source
code for all modules it contains, plus any associated interface definition
files, plus the scripts used to control compilation and installation of the
library.
"""

The phrase "scripts used to control compilation and installation of the
library" is relevant here. Anyone who still thinks that build scripts and
packaging files are not covered might want to contact the FSF for
clarification.

For what it's worth, the GPL FAQ reinforces the above:

GPLv3 explicitly requires redistribution to include the full necessary
“Installation Information.” GPLv2 doesn't use that term, but it does require
redistribution to include "scripts used to control compilation and installation
of the executable" with the complete and corresponding source code.
"""
