[Bug 49060] Using keyboard layouts with "ö" causes issues

Forgot about this one:

Interestingly "v" as a hotkey still works in games. In WoW I can still use any
skills that have been set on the hotkey "v" and in GTA:O I still can change
camera positions.

Only everything that has to do with typed text seems to be converted in to "ö".
