ieframe IOleObject::Advise() was recently implemented in
<https://source.winehq.org/git/wine.git/commit/0b941ea871482924c1e356b70fe3975fb984fd44>.

I retested this app and creating a project worked correctly for me.

Resolving as FIXED. If anyone has any other problems, please file new bugs.
