It calls
IDirect3DeviceManager9::GetVideoService(&IID_IDirectXVideoDecoderService), and
expects that to succeed.

Technically a regression, it was able to handle failure from
IDirect3DDeviceManager9::OpenDeviceHandle().

Disabling dxva2.dll is also a workaround.
