Sorry for the lack of response. From comment 12 I see this:

0164:err:ole:apartment_add_dll couldn't load in-process dll
L"C:\\windows\\system32\\Speech\\Common\\sapi.dll"
0164:err:ole:create_server class {96749377-3391-11d2-9ee3-00c04f797396} not
registered

which does confirm that sapi is involved. But the failure to load is strange.
Can you please attach a log with WINEDEBUG=+module,+file,+sapi,+pid,+reg,+ole?
