A compiler target (and the project supplying libraries and headers for that
target). If you're using distribution packages, you should see kernelbase.dll
and not kernelbase.dll.so in your system library folder if mingw is present. If
you're compiling Wine yourself, you should see successful checks for the mingw
cross compiler in configure output.
