Hello folks,
this was fixed by commit
https://source.winehq.org/git/wine.git/commitdiff/bfb4f28dc5f4ddbb4f94b33e50beb7407f08f305
("ntdll: Implement NtQuerySemaphore/SemaphoreBasicInformation.").
Part of Wine 1.7.10 release
