Sorry, maybe my english isn't good enough.
I can't tell anything more than I already told you, so I quote myself:

"every single time ALL SETTINGS that I changed in winecfg are reset to default
and everything I installed are "gone", Wine doesn't see anything after this.
Like it is a freshly created wine prefix without any change or anything
installed in it."

As Olivier F. R. Dieric (Thanks you!) pointed out, I think my bug might be
related to that bug report he linked:

P.S.: WOW! A decade passed since that bugreport created, and this bug is still
in wine. Just, wow....
