this was fixed a long time ago. Probably already with Wine 1.1.21 after reading

The original issue was about maximizing minimized MDI childs. Everything else
are separate issues, covered by different issues (or not). One bug report per
problem!

Wine-Staging has nothing to do with this. After reading several bug reports
from OP it seems that vanilla Wine was no longer used in later versions hence
it's pointless to draw conclusions about patch(es) not being upstreamed
(translation: there was none).
