This is due to the user32-rawinput patchset.

Compiling wine-staging without the patchset (-W user32-rawinput-hid -W
user32-rawinput-mouse -W user32-rawinput-mouse-experimental -W
user32-rawinput-nolegacy) allows the mouse to function properly.
