I'm with Wine 4.0 (Debian 4.0-2) and have confirmed the issue. A workaround is
to disable them, but I think people would prefer having those tabs enabled
anyways.

I noticed that the hit points for subsequent tabs are misplaced; moving my
mouse cursor to a tab highlights another tab, and there seems to be no pattern
I can come up with. Note that the first tab is unaffected, so I don't think the
title bar are causing this issue.

I'll see if I can look into the problem any further. Just disable tabs for now.
