This is still a problem with 
- paint.net 4.2.8 https://www.dotpdn.com/files/paint.net.4.2.8.install.zip
- wine-5.0-rc6

Executing the paint.net installer with

WINE='/opt/wine-devel/bin/wine'  WINEPREFIX='<hidden>' 
WINESERVER='/opt/wine-devel/bin/wineserver' 
WINELOADER='/opt/wine-devel/bin/wine-preloader' 
WINEDLLPATH='/opt/wine-devel/lib/wine'  WINEARCH='win32'
/opt/wine-devel/bin/wine  paint.net.4.2.8.install.exe

Files attached attached:

I tried also setting this registry key, but I then get another error
[HKEY_CURRENT_USER\Software\Wine\Direct3D]
