I can confirm this issue. 

Prequisite dotnet462 (otherwise Enderal Launcher with WIne Mono generate a
wrong  plugins.txt ) 


Moving Application Data\Endereal\plugins.txt to Application
Data\Skyrim\plugins.txt allow Enderal to start.
