Without trying to sound defensive, I'm not sure I follow; I see that as part of
the process of rebasing, which means essentially "make all of the Staging patch
sets apply against the latest upstream commit". That is, the
server-CreateProcess_ACLs patch set applied against 93994dfc0, and did not
apply against 3f082c2d0, and was removed because it was no longer necessary.
Splitting up the parts of a rebase would be pointless (the intermediate
versions would not apply against anything, at all) and take extra time.

I tend to assume that a commit author will take action to resolve (or ask for a
retest on, etc.) the bug they fix. In future I'll try to be more diligent, if
this is unreliable.
