lutris-fshack-5.0-x86_64 which is based off wine5.0 works great. USVFS FULLY
works. 

I guess its a matter of finding exactly which wine version broke USVFS
compatibility. It should also be noted that 5.0 appears to load the game real
fast, no mod prefetch delay on the fallout4.exe, so that's interesting.
