That's because Arch builds are non-PE. I have submitted a feature request to
have the builds switched to PE:
https://bugs.archlinux.org/task/67326
For now, you'll have to compile wine-staging yourself with added
'mingw-w64-gcc' dependency (or stay on 5.11).

Did you build Wine with PE support? If yes, can you try to launch SC2 manually,
with "wine SC2Switcher_x64.exe" from inside of "StarCraft II/Support64"
directory? There may be a chance that you're seeing bug 49590.
