That's suspicious; that commit shouldn't cause a change in behaviour.

There's also a couple applications here that want user32 and kernel32 to be PE.
It's a bit unfortunate that this is such a metabug, but maybe we should wait
until all DLLs are PE before closing this? Or at least those two?
