On a semi-random note: for quite awhile, I've been locally using a trivial
patch, that changed in dlls/windowscodecs/bmpencode.c '#if 0' to '#if 1' for
the line with GUID_WICPixelFormat32bppBGRA.

That was needed in some random game to get some things to display.

Perhaps that part needs another look too.
