Hi, I report the same problem under Gentoo.

winecfg works with wine-staging 5.8; I didn't test it with 5.9 but other apps
were working too.

With 5.10, on an empty prefix winecfg starts, then if I just click Ok and try
to restart on that same prefix (so freshly initialized), it fails:
