Hello Roman,

thanks for re-testing. It was fixed by commit
https://source.winehq.org/git/wine.git/commitdiff/de21941178fcf22f44b9c3d5bf7221846d723ab6
("user32: Change SetForegroundWindow behavior on windows with parent and no
WS_CHILD flag."). Part of Wine 1.7.16 release.
