Hello folks,
resolving 'ABANDONED' here. I've found an old snapshot of the bootstrapper via
Internet Archive which matches the time frame OP reported the issue:

The launcher will update itself after installation. After another restart, the
launcher reports it can't run and a newer v2 launcher needs to be downloaded.

It's not possible to reproduce since the v2 launcher/client is very different,
also depending on .NET Framework 4.6.2.
