At least in Win7 AFAIK user can enable/disbale DWM; also enabling might run
into other unimplemented dwmapi stuff i guess, so user can easily disable it
again if apps start to crash, that was the thought behind it

I think i lost you here what is 6719bf2e03(?). 
I`ve seen a few attempts on wine-devel to fix this if i remember correctly, but
none of them made it in, so i don`t know if it`s so easy to fix. If easy,
hopefully someone picks this up then.
